EB-5 Records Released as Part of the Transparency Plan

Governor Phil Scott announced that the Department of Financial Regulation has released 443,070 pages of records related to the EB-5 and Jay Peak fraud, which occurred between 2008-2016. Each zip file contains approximately 5GB of data and are sorted in order of Bates numbers. 

 

On April 17 2019, the Department of Financial Regulation released an additional 259,315 pages of records related to the EB-5 and Jay Peak fraud. This marks the end of DFR records related to EB-5 and Jay Peak fraud. Per the Governor’s document disclosure plan, approximately a half million pages of documents from other agencies and departments, including the Agency of Commerce and Community Development, are being prepared for release on a rolling basis.  

EB-5 Documents Released Following the Settlement

The litigation involved two public records requests by VTDigger related to Jay Peak’s EB-5 program, which were denied because the state continues to be engaged in active litigation concerning the EB-5 program. Under terms of the settlement, the State of Vermont agreed to provide VTDigger the originally requested documents as well as additional agreed-upon Jay Peak records.

EB-5 Related Records Previously Disclosed

The records available below are all records that DFR and the Agency of Commerce and Community Development have previously released pursuant to public records requests relating to the Vermont Regional Center and the State of Vermont’s involvement in the EB-5 program by ACCD and DFR.
